JOB DESCRIPTION: ACCOUNTS OFFICER – FVTTCPD
CORPORATE INFORMATION

POSITION PURPOSE
The primary purpose of the position is to handle general accounts queries; arrange payment of bills and accounts; keep records of financial transactions of the budget allocated to the Fiji Vocational Technical Training Centre for Persons with Disabilities. The position holder is expected to analyse fiscal activities and certificates, ensuring compliance with accounting requirements. In the event of any misappropriation of funds, evidenced by financial records, reports the matter through the Executive Officer to the Executive Director, who will decide what appropriate actions to take.
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
- Prepare budget usage and acquittals of FVTTCPD and in the process advice the Executive Officer/Principal on financials and assets of the school.
- Ensures timely payment of deductions (PAYE/FNPF), suppliers and vendors.
- Coordinates with Executive Officer, Principal FVTTCPD, Administration Officer and Ministry of Education for the release of the grant.
- Ensuring Board of Survey is carried out with evaluations and reports.
- Ensuring proper records are kept within financial regulation requirements of FVTTCPD financial manual and human resource policy.
- Liaise with external Auditors for the auditing of the financial records.
- Provide support and advice to FVTTCPD staff on financials and ensuring that proper financial procedures are adhered to.
- Actively contribute to all corporate requirements of FVTTCPD, including planning, budgeting and selection activities where required.
KEY PERFORMANCE INDICATORS
The performance will be measured through the following indicators:
- Timely submission of financial reports within the agreed timelines and required standards with analysis and recommendations
- Timely collection and recording of payments that is undertaken under the FVTTCPD budget.
- Income/Expenditure are correctly inputted and accounted in the MYOB/ payroll software is maintained and submitted monthly.
PERSON SPECIFICATION
In addition to a Diploma in Accounting or similar from a recognised institution, the following Knowledge, Experience, Skills and Abilities are required to successfully undertake this role:
Knowledge and Experience
- At least 2 years’ experience working on a broad range of office support staff functions
- Practical, working knowledge of financial procedures, regulations and all aspects and functions of basic administration work.
- Good understanding of the Constitution of the Republic of Fiji, 2013, Rights of Persons with Disabilities Act 2018.
- Demonstrated knowledge in budget preparation, control and providing financial advice.
- Understand Understanding of the Code of Conduct
- Understanding of board of survey procedures, processes and assets management.
Skills and Abilities
- Excellent communication skills, accounting skills and the ability to tactfully deal with employees within the required legislative and policy framework.

JOB DESCRIPTION: FINANCE OFFICER

POSITION PURPOSE
The primary purpose of the position is to provide effective and efficient administrative and logistical support services to the NCPD Western and its staff. Look after the day to day financial activities of the Western Disability Centre.
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
- Ensure the effective coordination of the daily administrative/secretarial reception duties of the centre.
- Send financials requests and reports to Head Quarters.
- Attend workshops and training assigned by the Centre Manager.
- Supervision and regular monitoring the driver’s performance.
- Coordinate all administrative functions including workshops and tentative meetings for Centre Manager West.
- Ensure daily production and sales are recorded in the relevant financial registers.
- Actively contribute to all corporate requirements of NCPD secretariat, including planning, budgeting and selection activities where required.
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
- Timely submission of financial reports within the agreed timelines and required standards with analysis and recommendations

- Manage and maintain an effective and efficient updated registers and records to ensure timely excess of documents.
- Safeguard the assets of the council.

The position is to ensure the cleanliness of the NCPD complex should be maintained at all times. It also requires providing support services to the staff and to Persons with Disabilities.
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
- Clean, mop office and conference room.
- Maintain cleanliness of the all the washrooms and bathrooms of the complex
- Ensure that gardens are well maintained and beautified.
- Ensure that the lawn mowing is carried out on fortnightly basis.
- Report all drain blockages and leakages are kept free from debris.
- Ensure that concrete wall and parking is kept clean at all times.
- Ensure garbage bags are properly placed in the garbage bins.
- Report any fault of the furniture’s and fittings to the Finance Officer
- Request cleaning supplies in timely manner
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
- Weekly submission of worksheets and checklists
- Effective and Efficient cleanliness and beautification of the Complex and surroundings
PERSON SPECIFICATION
A pass in Fiji Junior Certificate Examination and the following Knowledge, Experience, Skills and Abilities are required to successfully undertake this role. Must be fit and of good health to carry out duties.
Knowledge and Experience
- At least 1 year experience in janitorial duties and service delivery to vulnerable groups and the public at large.
- Practical, working knowledge of all aspects and safety of the compliance.
- Understanding of the Code of Conduct
Skills and Abilities
- Well written and verbal communication skills and the ability to tactfully deal with staffs, persons with disabilities and the public

POSITION PURPOSE
The position is to ensure safety and security of the NCPD complex should be maintained at all times. It also requires providing support services to the staff and clients.
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
- Monitor/ Record all staff movement and visitors to the complex when on duty
- Ensure garbage is properly disposed during garbage collection days.
- Be responsible to provide full security to prevent theft and burglary.
- Inspect the premises every 1 hour and record it on the watchman log book and checklist.
- Clean and wash toilets if urgently required in the absence of the Cleaner.
- Maintain cleanliness of their workstations before handing over to the next shift.
- Call the Centre Manager or Finance Officer in time of emergency
- Assist in compound cleaning when required.
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
- Timely submission of updated watchman log book.
- Timely submission of timesheets and checklists.
- Effective and efficient safeguarding of the Centre
